MASSACHUSETTS UNIFORM FINANCIAL REPORT (UFR)

Massachusetts has a Uniform Financial Report (UFR) and an eFiling system that excepts those reports.  CPA firms such as AAFCPAs and Daniel Dennis & Company, CPAs (among many others).  Some CPAs have gone as far as creating Excel spreadsheet add-ins for creating and working with these reports.

The Operational Services Division (OSD), the operator of the eFiling system, describes the UFR as follows:

"The Uniform Financial Statements and Independent Auditor's Report (UFR) is the set of financial statements and schedules required of human and social service organizations who deliver services to the Commonwealth's vulnerable consumers via contracts with state departments."

The UFR includes an organization’s financial information and is used by OSD and the funding agency to determine if any contracts have been overbilled or if excess annual surpluses have been generated.

You can also SEARCH the filed UFRs.

Here is the UFR Audit and Preparation Manual, essentially a PDF file with human readable instructions.  Here is the information and resources page provided to help report creators. Notice the Excel templates that seem to be used to create reports.

Here is a reporting checklist that explains who has to submit an UFR and which pieces are to be provided:

Folks, this is an early version of digital financial reporting! This system was implemented back in 2011 it seems.  I talked with a few CPAs that create reports and they say the system is clunky and that there is definitely room for improvement.

A search of the state of Massachusetts web site turns up all this on UFR.

This UFR system is rudimentary, but it definitely shows that the use case exists.  I wonder how many other states have such systems.
